An electrical Certificate of Compliance confirms that the fixed electrical installation it covers was inspected and tested against the applicable requirements and found to comply on the date of issue. It relates to the building's installation, not to the appliances you plug in.

What the inspection covers
An inspection assesses the property's fixed electrical installation. Scope depends on the installation and the applicable requirements.
Distribution board and protective devices
Board condition, circuit protection, earth leakage protection and labelling.
Earthing and bonding
Earth continuity and bonding of the installation where required.
Fixed wiring and circuits
Condition and arrangement of the fixed wiring serving the property.
Socket outlets, switches and fixed points
Fixed accessories and permanently connected equipment points.
Required testing and measurements
The tests and measurements applicable to the installation being certified.
Visible installation defects and non-compliance
Anything visibly non-compliant that must be recorded and addressed.
Applicable test report and documentation
The test record that accompanies a certificate on compliance.
Portable appliances are not automatically part of a standard fixed-installation inspection.
How the CoC process works

What happens if the installation does not comply
Non-compliance is not a dead end, and it is not a blank cheque either.
You receive the findings in writing, describing what does not comply.
You receive an itemised repair quote so you can see the cost of each correction.
You decide whether Welvaart carries out the repairs or another contractor does.
Once the approved repairs are done and the installation is re-tested and compliant, the certificate and test report are issued.
What an inspection costs
You get the inspection fee before you commit, and any repair work is quoted separately so nothing is bundled into a single unexplained figure.

Three-phase CoC inspection

Includes inspection and testing, and issuance of the certificate if the installation complies.

Electric-fence compliance inspection
R966 incl. VAT
A separate electric-fence system inspection with its own certificate where the system complies.
This is not part of a standard electrical installation CoC.
Solar-related compliance inspection
R1 250 incl. VAT
Inspection and testing of the electrical installation affected by solar or inverter work.
Repairs, parts and any required system changes are quoted separately.

What is an electrical CoC?
An electrical Certificate of Compliance (CoC) is a document confirming that the fixed electrical installation covered by it has been inspected and tested against the applicable requirements and found to comply on the date of issue.
It relates to the building's electrical installation, not to the appliances you plug in.
Who may issue an electrical CoC in South Africa?
A certificate may only be issued by an appropriately Registered Person acting within the legal electrical contractor framework. The certificate is issued in that person's name, based on the inspection and testing they carried out.
Property sales and transfers
When is an electrical CoC required?
A certificate is commonly required when a property is sold or transferred, and after certain alterations or additions to an installation. Landlords and owners also arrange inspections for safety and compliance assurance.
How long is an electrical CoC valid?
For an installation that has not been changed, validity is not simply a universal two-year expiry.
For a property transfer, the certificate relied on must meet the applicable transfer conditions and is commonly required to be less than two years old. Alterations or additions made after issue can require additional certification.
Inspection, defects and repairs
What does the inspection cover?
The inspection covers the fixed installation: the distribution board and protective devices, earthing and bonding, fixed wiring and circuits, socket outlets, switches and fixed points, along with the required testing and measurements.
The exact scope depends on the installation and applicable requirements. Portable appliances are not automatically part of a standard fixed-installation CoC inspection.
How long does an inspection take?
The time needed depends on the size and condition of the installation. We confirm an expected duration when we confirm your appointment, so you know how much access to plan for.
What happens if the property does not pass?
If the installation does not comply, you receive the findings in writing along with a repair quote. The defects must be addressed before a compliant certificate can be issued.
Once the approved repairs are completed and the installation is re-tested and found compliant, the certificate and test report are issued.
