Solar and Inverter Compliance in Gauteng: CoCs, SSEG Registration and Documents
Understand the difference between an electrical CoC and SSEG registration, the documents commonly needed and how Eskom and municipal processes differ.

A solar or inverter installation can involve two separate compliance tracks: electrical installation certification and the electricity supplier’s SSEG registration or approval process. A CoC does not automatically register the system with Eskom or a municipality, and supplier registration does not replace the electrical inspection and certificate.
Start by identifying your electricity supplier
“Gauteng rules” are not one single process. A property may be supplied by Eskom or by a municipality such as the City of Johannesburg through City Power, Tshwane or another local distributor. The correct forms, submission route, approved equipment evidence, metering steps and fees depend on that supplier and can change.
Look at the electricity account and meter information before relying on a general internet checklist. If the property is in a complex or estate, the body corporate, homeowners’ association or embedded network operator may also have a role.

Adding solar panels, an inverter, batteries or changeover equipment alters the electrical installation. Under the Electrical Installation Regulations, additions or alterations require appropriate certification for at least the changed work. The issuing person must have the correct registration scope and must inspect and test before issuing.
The assessment can include how the new equipment connects to the existing DB, protection and isolation, earthing, labelling, changeover arrangements, cable routes and compatibility with the existing installation. The exact requirements and who may sign depend on the system and applicable rules; the final article must be reviewed by the appropriately qualified registered person.
Track two: SSEG registration or network approval
Small-scale embedded generation registration deals with the electricity network and supplier requirements. Eskom’s current public process says households and small businesses with systems below 100 kVA must register, including non-export systems, unless the installation is fully off-grid and independent of the Eskom connection. Municipal customers must use their municipality’s current process instead.
Do not describe “zero export” as the same as “off-grid”. A non-export system may still be connected to the grid and subject to the supplier’s process. Likewise, a backup inverter that can interact with the installation and grid must be assessed according to its actual configuration—not its marketing label.

As at August 2026, Eskom stated that its rooftop-solar registration fee waiver runs to 30 September 2026. This date will quickly become stale. Recheck and update or remove the sentence before publication and at every review.

Common system descriptions—and why they matter
Grid-tied with export
The system can supply the property and may feed surplus energy into the network, subject to the supplier’s technical, metering and tariff rules. Export is not an automatic right merely because the inverter can do it.
Grid-tied with export limited or blocked
The system remains connected to the grid but is configured to prevent or limit export. It may still require registration and acceptable equipment evidence. Controls must be assessed as installed, not assumed from an app setting.
Backup or hybrid inverter
A hybrid or backup arrangement may use grid supply, batteries, solar and backed-up circuits. Changeover, neutral/earthing arrangements, isolation and labelling are important. The supplier process depends on the actual connection and operating mode.
Fully off-grid
A genuinely off-grid installation is electrically independent of the grid connection. A system that normally avoids export but remains connected is not the same thing. Confirm status with the supplier rather than self-classifying.
Buying or selling a property with solar
Ask for more than a sales invoice. The useful handover pack includes the relevant CoC and test records, equipment model and serial information, diagrams, warranties, commissioning records and proof of the supplier process. Confirm whether the system belongs to the seller, is financed, leased or linked to another agreement.
A normal property-transfer electrical CoC and later solar documentation should tell one consistent story. If the solar installation was added after the property’s older certificate, do not assume the old certificate covers it.
Insurance and solar records
Insurers may ask for compliance documents, installation details and proof that equipment was installed appropriately. Cover and claim outcomes depend on the policy and facts. The safe advice is to tell the insurer or broker about the system, ask what evidence is required and retain the response. Do not promise that one document guarantees cover or that its absence automatically cancels a claim.
Solar compliance red flags
- No one can identify who issued the electrical certificate.
- The inverter model on the documents differs from the installed unit.
- There is no diagram or the diagram no longer matches later changes.
- The installer says a CoC automatically completed municipal/Eskom registration.
- A “non-export” setting is offered as proof that no supplier process applies.
- Labels, isolation or DB integration appear incomplete or have been altered.
- The seller cannot provide battery, inverter, warranty or supplier records.
- The system trips, shocks, overheats, buzzes or behaves differently during grid outages.
SAFETY AROUND ALTERNATIVE SUPPLIES
Turning off the grid main switch may not de-energise solar, batteries, inverter outputs or all DB sections. Do not open enclosures or test conductors. Tell every responder that alternative supplies are present.

- Is a solar CoC the same as SSEG registration?
- No. The CoC addresses electrical installation compliance; SSEG registration or approval addresses the supplier/network process.
- Must a non-export system be registered?
- Under Eskom’s current public process, grid-connected systems are included even if configured for non-export. Municipal requirements differ, so identify the supplier and check its current rules.
- Does a backup inverter need a CoC?
- Installing or altering inverter and associated electrical work changes the installation and needs appropriate inspection, testing and certification.
- Can any electrician sign the solar work?
- The person must have the registration category and competence appropriate to the installation and certificate scope. Verify before appointment.
- What if the installer has disappeared?
- Gather all available invoices, equipment details, diagrams and correspondence, then ask an appropriately registered person to assess the installed system and missing records.
